During the production phase there will be a continuous domestic demand for goods and services.

The production and operations requirements for White Rose accounts for about 40 to 50 percent of the total project labour requirements. Production drilling, which includes the drilling of between 19 to 21 wells, is expected to include the hiring and deploying of Newfoundland and Labrador residents for both drilling and marine crews. Direct employment associated with the early years of the White Rose Project is summarized in the adjacent table.

There are also significant opportunities for Newfoundland and Labrador, and Canadian business in the supply of goods and services for the production phase of the project. Services such as aviation, catering, communications, supply base support, engineering and environmental service and others are potentially available for local companies, assuming they are competitive.

Equipment, bulk material and consumable material will also be required throughout the production phase. There is significant opportunity for local businesses to build and sustain a growing domestic offshore support industry. With subsea technologies emerging as an important part of international petroleum developments, Newfoundland and Labrador businesses and research institutions will have an opportunity to build on the experience gained from Terra Nova and Hibernia, and to carve out niche areas of expertise. On the research and development front, companies and institutions with specialties relating to marine and harsh environment can further develop their skills on the White Rose project.

Husky fully expects that the demand created by White Rose for these goods and services will have a long-term, positive impact upon the local economy of Newfoundland and Labrador and, in particular the St. John's area.

This impact is evident in the substantial indirect employment that typically results from offshore development activity. Such impacts have been seen in the St. John's area during Hibernia and Terra Nova, and are reflected in the province's gross domestic product GDP growth over the past few years.

A discussion of long-term benefits would be incomplete without considering White Rose in the context of future developments. Current exploration knowledge suggests that future oil fields are roughly comparable to or smaller than White Rose, thus increasing the need for economically viable development strategies. The successful development of White Rose is vital to future offshore developments; White Rose's most durable legacy will be a community of experienced individuals, businesses and research facilities with a proven track record of delivering a high-quality product, on time and within budget.
